ALJ ARLOW issues ruling: DISPOSITION: MOTION TO LIFT PROCEDURAL SCHEDULE SUSPENSION HELD IN ABEYANCE PENDING RECEIPT OF ADDITIONAL DATA In balancing competing interests and the administrative needs of the Commission, the Commission must consider any potentiality for parties to be adversely affected by its actions, or its failure to act. Nowhere in its motion does Qwest discuss the impact of a delay. Nevertheless, the Commission should consider such harm and Qwest should have the opportunity to make such offer of proof. To better assess how further delay may affect the public interest, I request that Qwest provide a statement, no later than November 30, 2000, setting forth the number of lines currently being resold in Oregon at the interim discounted rates and the annual revenues derived therefrom. Interested parties shall have until December 8, 2000, in which to file comments thereon. Disposition. In light of the foregoing, these proceedings shall continue to be suspended and a ruling on the Qwest motion held in abeyance pending the review of the materials requested in this Ruling.
