  Description
Staff report for 9/12/00 public meeting (Regular Agenda No. 5) recommending the Commission approve PGE's filing to add the short-term system emergency curtailment plan to Rule M subject to the following conditions: 1. After calling a system emergency PGE shall submit a brief report to the Commission describing the conditions that lead it to believe that an emergency was imminent, and the actions taken during the emergency. 2. Should the Commission find that calling the emergency was not warranted, the Commission shall take action it deems appropriate. 3. PGE shall only call a system emergency when there is a condition that violates Willamette Valley/Southwest Washington Area (WILSWA) procedures or WSCC rules or standards, or that threatens damage to PGE equipment or that threatens the widespread loss of PGE loads. 4. PGE has authority to call a system emergency without prior notice to the PUC only for situations in which prior notice is impracticable. 5. PGE cannot initiate a system emergency to avoid purchasing high priced power. Filed by Stefan Brown.
