DISPOSITION: CANCELLATIONS OF CERTIFICATES RESCINDED
At its April 20, 1999, Public Meeting, the Commission considered Staff’s recommendation to reinstate the certificates of authority to provide telecommunications services held by Apex Communications, (CP 220); Affinity Network, Inc., (UM 443); GE Capital Communication Services Corp., (UM 597); and TRI Touch America, Inc., (CP 73). Staff indicated that the certificates were cancelled in error at a public meeting on February 2, 1999.
We have reviewed the Staff report attached to this order and conclude that the Staff recommendation should be adopted.
ORDER
IT IS ORDERED that the cancellations of the certificates of authority to provide telecommunications services held by Apex Communications; Affinity Network, Inc.; GE Capital Communication Services Corp.; and TRI Touch America, Inc., are rescinded.

SUBJECT: Rescind Cancellations of Certificates of Authority
SUMMARY RECOMMENDATION:
Staff recommends that the Commission rescind the cancellations of certificates of authority for four telecommunications competitive providers.
DISCUSSION:
In the public meeting of February 2, 1999, the Commission adopted the staff recommendation to cancel certificates of authority for 98 telecommunications competitive providers who did not submit annual reports as required by OAR 860-032.
The certificates of authority for Apex Communications, (CP 220), Affinity Network, Inc.,
(UM 443), GE Capital Communication Services Corp., (UM 597), and TRI Touch America, Inc.,
(CP 73) were inadvertently included with the group of certificates to be canceled. These four companies filed annual reports with the Commission before the public meeting date of February 2, 1999. Therefore, cancellations of the four certificates should be rescinded.
STAFF RECOMMENDATIONS:
Staff recommends that the Commission rescind its decision at the Public Meeting of February 2, 1999, to cancel the certificates of authority for Apex Communications, Affinity Network, Inc., GE Capital Communication Services Corp., and TRI Touch America, Inc.
