ORDER

DISPOSITION: INVESTIGATION CLOSED

On October 13, 1997, the Public Utility Commission of Oregon issued Order No. 97-403 opening an investigation into the billing practices and operating procedures of Bumblebee Water Service, Bend, Oregon.

On March 5, 1999, Staff of the PUC submitted a memorandum to the Commission concluding that Bumblebee Water Service is not subject to rate or service regulation by the Commission and recommending that the investigation be closed. Staff's recommendation was based on its conclusion that Bumblebee Water Service and related parties do not meet the definition of a "public utility" under ORS 757.005 because service is not provided, directly or indirectly, to or for the public.

CONCLUSIONS

The Commission concludes that Bumblebee Water Service is not subject to rate or service regulation by the Oregon Public Utility Commission. The investigation should be closed.

ORDER

IT IS ORDERED that the investigation into the billing practices and operating procedures of Bumblebee Water Service is closed.
