DISPOSITION: MEMORANDUM OF UNDERSTANDING ADOPTED
At its September 9, 1998, public meeting, the Commission approved a memorandum of understanding (MOU) between U S West Communications, Inc., (USWC) and the Commission Staff. The MOU specifies the terms of an agreement for resolving issues involving USWC's service obligations during a labor strike against USWC by the Communications Workers of America. The MOU includes a revised rate schedule amending U S WEST PUC No. 25, Exchange and Network Services Tariff, Section 5.2(F) (Delayed Primary Basic Exchange Alternative). The MOU is attached as an Appendix to this order.
We have considered the terms and conditions of the memorandum of understanding and find them reasonable. In addition, we agree with the provision of the MOU specifying that the revised tariff may go into effect on less than statutory notice.

A request for rehearing or reconsideration must be filed with the Commission within 60 days of the date of service of this order. The request must comply with the requirements of OAR 860-014-0095. A copy of any such request must also be served on each party to the proceeding as provided by OAR 860-013-0070. A party may appeal this order to a court pursuant to ORS 756.580.
