DISPOSITION: ISSUE CLARIFIED
On June 25 , 1997, we issued Order No. 97-238 resolving several issues raised in applications for reconsideration. One of the issues we addressed was Issue Five (a), relating to the recovery of conversion costs. We reiterated the decision we had announced in Order No. 97-107 that incremental costs necessary for the implementation of dialing parity were eligible for recovery. We stated that the costs associated with free preferred interexchange carrier (PIC) changes may be recovered along with the costs specifically enumerated in Order No. 97-107. The order states "that PTC change charges may be included in recoverable conversion costs."
Staff informs us that some parties take the position that the word "charges" in the quoted sentence above means that recoverable PIC change costs can include foregone revenues from non-recurring PIC change charges. We stated in Order Nos. 97-107 and 97-238 that only incremental conversion costs may be recovered. We are issuing this order to make it clear that only incremental conversion costs may be recovered. Charges based on other costs are not recoverable as part of the conversion to dialing parity.
ORDER
IT IS ORDERED that Order No. 97-238 is clarified to make it clear that only incremental conversion costs may be recovered as part of the implementation of dialing parity, and those costs do not include foregone revenues from non-recurring PIC change charges.
