ORDER

DISPOSITION: INVESTIGATION OPENED

The Telecommunications Act of 1996 established a Federal-State Joint Board (JB) to recommend policies to the Federal Communications Commission (FCC) regarding implementation procedures to advance universal service for special providers. On November 8, 1996, the JB released its recommended decision on universal service, Order FCC 96J-3.

At its public meeting on February 18, 1997, Staff recommended the Commission open an investigation concerning universal service requirements for educational providers (K-12 schools and libraries). The Commission adopted Staff’s recommendation which is attached as Appendix A and is incorporated by reference. Appendix A provides the background and additional details concerning this issue.

ORDER

IT IS ORDERED that an investigation of issues concerning universal service requirements for educational providers (K-12 schools and libraries), pursuant to ORS 756.515, is opened.
