At its January 21, 1997, public meeting, the Public Utility Commission of Oregon (Commission) considered a recommendation to extend the effective date of tariffs filed by U S WEST Communications, Inc. (USWC), and GTE Northwest, Incorporated (GTE), as required by Order Nos. 96-188 and 96-283 issued in docket UM 351. The Commission staff (Staff) indicates that it has several significant concerns with the compliance tariffs filed by GTE in Advice No. 589 and USWC in Advice No. 1661. Staff requests additional time to allow parties to identify and resolve outstanding issues. The Staff reports are attached to this order as Appendices A and B, and are incorporated by reference.

Based on the information presented, the Commission approves the Staff recommendation to extend the effective date of USWC Advice No. 1661 and GTE Advice No. 589 to April 2, 1997. USWC and GTE may file amendments to the compliance tariffs by March 14, 1997. Staff will present its recommendations regarding the tariffs at the April 1, 1997, public meeting.
