On August 21, 1996, U S WEST Communications, Inc. (USWC) filed a motion for protective order pursuant to OAR 860-12-035 (1) (k), Section 36 (c) (7) of the Oregon Rules of Civil Procedure, and ORS 192.501 (2). U S WEST submitted an affidavit in support of the motion executed by Michael Moran, a consultant employed by U S WEST. The motion requests protection of sensitive and proprietary information relating to USWC’s revenue requirement and rate design, including marketing information, business plans, and cost data. USWC asserts that unprotected disclosure could cause it serious harm. No objections were filed.

Good cause exists to issue a protective order. The information could be of value to USWC’s competitors and unprotected disclosure could result in substantial monetary loss to U S WEST.

IT IS ORDERED that the Standard Protective Order, attached as Appendix A, shall govern disclosure of confidential information in this docket. For each document produced under the protective order, the disclosing party shall differentiate confidential matter from non-confidential matter. Parties agreeing to be bound by the terms of the protective order shall sign the signatory page attached as Appendix B.

Made, entered and effective __________________________.
