DISPOSITION: DOCKET CLOSED
At the September 26, 1995, public meeting, the Commission opened an investigation to determine the necessity for a rulemaking to establish minimal requirements for utility payment facilities. At that time, staff identified multiple utility consumer complaints on this issue. The Commission and staff concurred that a resolution of the issues without initiating new rules would be preferential if possible.
At the December 19, 1995, public meeting, staff reported that it has received commitments for payment facilities, processes and anticipated timetables that will alleviate the issues raised in the consumer complaints. Staff also confirmed that this resolution is satisfactory to the primary complainant.
In addition to adequately resolving the current issues, it provides a vehicle for resolving similar issues, should any arise in the future. Rulemaking is not necessary.
IT IS ORDERED that Docket No. AR 312 is closed.
