  Description
ALJ Logan issues ruling. On September 14, 2000, PacifiCorp filed a Motion for Extension of Time under OAR 860-014-0093 along with a request for expedited treatment of its motion. PacifiCorp asked the Commission for an extension of time in which to file cost unbundling information (from October 1 to November 1, 2000) and its resource plan (from November 1 to December 1, 2000). PacifiCorp filed this motion on the parties of record in its most recent rate filing, docket UE 111. On September 15, 2000, the Commission informed PacifiCorp that the motion should be served on the members of the general electric service list. Service was accomplished on September 15, 2000 and a faxed copy of the motion with service list was received on September 18, 2000. OAR 860-013-0050(3) states that a written response to a motion shall be filed within 15 days of service of the motion, unless otherwise specified by the Administrative Law Judge. Due to the limited amount of time, written responses are due within five days of service of the motion. ALJ LOGAN issues PREHEARING CONFERENCE REPORT On October 24, 2000, a prehearing conference was held in this docket for the purpose of identifying parties, establishing a procedural schedule and discussing other preliminary issues. Petitions to intervene previously were filed by PG &E Energy Group, Northwest Energy Coalition, Northwest Natural and Renewable Northwest Project. No participant objected to the petitions. Upon review, I find that all petitioners have sufficient interest in the proceeding and that their appearance and participation will not unreasonably broaden the issues, burden the record, or unreasonably delay the proceeding. All petitions are granted. See OAR 860-013-0021. Additionally, the Citizens' Utility Board filed a notice to intervene, allowing its participation as a party in this matter. See ORS 774.180.
