6/29/2026 11:02:43 AM Oppose Docket Gretchen and daniel Brewer We have lived here for years now, just in the last 3 or more years since this company/owners have bought this park they have raised rates on everything .since we purchased our home we have always had water and sewer provided as a benefit to living here. This is not fair to for tenants who for years have has the water sewer included in there space rent .. also the pipes around here in this park are in bad shape and there is no guarantee that tenants will get a fair bill. And tenants have not been guaranteed these meters are safe or if they are accurate on readings .and no guarantee that there staff is legally certified or educated to check or install these meters. This is not right at all to do the tenants who have lived here for years
6/29/2026 7:06:54 PM General (Docket-Specific) Karrie Adams I respectfully request that the Oregon Public Utility Commission carefully review this proposal to install individual water meters in our manufactured home community. For years, residents have paid for water as part of our monthly space rent. Many of us entered into our rental agreements with the understanding that water was included. Changing the billing method now could significantly increase our monthly housing costs, particularly for seniors, people with disabilities, and residents living on fixed or limited incomes. If the park owner begins charging residents separately for water, there should be a corresponding reduction in the monthly space rent so residents are not paying twice for the same service. The Commission should also require complete transparency regarding how water rates will be calculated, how meter installation costs will be recovered, and what protections will be in place to ensure residents are billed fairly and accurately. I ask the Commission to protect residents from unfair cost shifting and to ensure that any changes to water billing are just, reasonable, and in the public interest. Thank you for considering the concerns of the residents who will be directly affected by this proposal.

To Whom It May Concern, I was unable to attend the one meeting the park had regarding the meeting about the water situation. I have cancer and was in the hospital in Bend, Oregon at the time. There were no other ways for us who have illnesses or the elderly or people with disabilities to have our voices heard on the matter and that is very discriminatory. Now, my husband and I have lived here for nearly 30 years. This park has gone through several owners. This current owner got swindled, in my opinion by KCEDA. If you Google search KCEDA and Round Lake Road Golf Course it was within the last 8 years you will see how this developer was promised how this property was able to be developed. However, the developer didn't talk to residents here, instead made promises of fixing the road, installing street lights, and other things in that article which haven't been done. Every owner has removed things out here. The water pump that makes the well run out here malfunctions a lot. We get cloudy water and stinky water a lot. They have to treat water with bleach as you can smell it when they do. Charging residents for water and sewer would not be a good thing as the water out here is not.good quality. How can the park be transparent about the quality of the water they are metering? They lied about the things they were going to provide us with already. Please reconsider the Round Lake Road water metering. 8/8/2026 4:00:42 PM Oppose Docket Natassia Racine I do not think it is fair to charge the people living in RV’s/trailers the same base rate as the people living in mobile homes as we use considerably less water in general. I also don’t agree with increasing the base rate to $120.97 for water and sewer. The original base rate of $88.36 added into our rent fee is already high. The new proposed rate is far above the normal amount charged even for people in the city limits living in mainstream housing. I am fine with a meter but only for the purposes of actually using it to charge us only for the water we are using. If there is going to be a base rate already then I really don’t see the point. On top of that, the issue of having to make sure the meter and pipes don’t freeze and that we have access to be able to change out our own hoses when needed without waiting for someone to come out. This is something that is of major importance so that we are not left without access to water.
