NUS/Cline Butte has invested in major upgrades to the water infrastructure of the utility, including new wells, resilient water pumping (i.e., on site power generation), etc. NUS/Cline Butte has built those costs into the rate structure Cline Butte customers pay. Because of that the Oregon PUC, should they allow California Water Service Group (Cal Water) to purchase NUS, should not allow Cal Water/Cline Butte to increase Cline Butte customer rates based on previous NUS expenditures but Cal Water/Cline Butte should be required to maintain existing rates until such time as C al Water provides significant additional infrastructure or other costs directly related to Cline Butte.
