The document states that the usage rate went from 1.22 to 4.00 per 100cf. That is inaccurate. There was a significant monthly allowance on usage before ANY charge was levied. In the 28 years I have owned my property I NEVER paid more than the base rate of 21.50/mo. I think the base rate is fine but to go from a liberal allowance to 0 allowance is undue hardship to customers.
