| 11/5/2025 9:45:57 AM | General (Docket-Specific) | Alucard | Taylor | I Alucard Taylor, a resident of Portland Oregon 97220 and a Pacific Power customer on the record would like to state my position in support for Pacific Power and their lawful application of complying with the new Oregon Administrative Rules regarding utility regulations. I have standing as a rate payer of Pacific Power and a party who will be directly impacted by a ruling in favor of Amazon Inc. For background, Governor Tina Kotek signed HB 3546 into law on 6/16/2025 regulating and creating a classification for large energy users. The bills intent is to protect residential rate payers like myself and countless other rate payers from all socio-economic and cultural and ethnic backgrounds. It is unconscionable and does not align with a just and equitable outcome of levying costs disproportionately to small residential rate payers to pick up the tab for AI and other data center operations of very profitable corporations such as Amazon Inc. Amazon can easily absorb their direct impacts to demand side increases for both transmission/delivery costs and extra generation capacity. Additionally, as a taxpayer in Multnomah County where many state, county and city governments have buildings and operations inside Pacific Power's service area; a ruling in favor of Amazon Inc would directly increases costs for our local governments at a time of budget pressures due to the economy. A ruling in favor of Amazon would reduce the available budgets to pay for services for the people and instead be redirected to pick up the tab on Amazon's AI and datacenter ambitions. As a citizen and rate payer of Pacific Power, I implore the commission to rule in favor of Pacific Power and apply the 2026 regulations as passed by the elected representatives and governor charged with the duty to represent the people.
