From 2021 to 2025, we’ve seen Oregonian utility bills increase by 50%, leading to increased energy insecurity across the state. 2025 saw another record number of disconnections for Oregon families who could not keep up with the rising cost of living, coupled with our rising energy rates. When the legislature passed the FAIR Energy Act, it directed the Public Utility Commission to better center Oregonians in regulatory decisions. I support the proposal from PUC Staff, alongside CUB and other energy advocates. We need the PUC to require for-profit utilities to create five-year budget plans. The utilities need to create sound budgets and abide by them just like ordinary Oregonians have to. Regulators should also limit how much money a utility can add to our monthly bills over the 5-year plan. This would provide better predictability, helping Oregonians to better handle these rate increases. Also, ensuring utilities have to plan 5 years at a time would allow advocates to better handle the analysis, letting them better participate in rate cases and protect our energy bills. This is an opportunity to do the right thing ... to encourage our Utility companies to step forward and do their part to prevent folks from living on the streets, to help low-income folks pay their rent and feed their children. Portland, Oregon, has been in crisis management for years. It has transformed the "City that Works" into the city that doesn't. We are asking you to be good stewards of our resources and mindful of the consequences of failing to do so. It is not enough to have power - you have to know what to do with your power. This is a chance to do what's in the highest and best interest of your customers, as well as the city you serve. This has to be done. Wages need to be proportional to cost of living. In this system we live in a lot of people can't make the ends meet the needs. What folks use can be a lot more than what they can afford. With an income scale the costs per unit of energy should be set so all can pay what is proportional to their resources, wealth. The poor need help, the rich have resources. As an Oregonian, I want to make sure that the Commission is pushing Pacific Power towards transparency in how they plan on handling their large load customers, like data centers, in compliance with the POWER Act. The Oregon Citizens’ Utility Board is asking that more info and clear details be provided in UE 463. Without more information, advocates like CUB can not accurately determine if Pacific Power’s proposals will actually protect customers like me. For Pacific Power to move forward in this process, I believe that it is important for them to answer some basic questions: 1. What is Pacific Power’s plan for creating new data center contracts and including consumer protections? 2. How is Pacific Power planning to treat different types of data centers and protect other customers from the largest, riskiest data centers? 3. How can we regularly review this contracting process to ensure it is working well? Energy affordability is of the utmost importance. Over the past 4 years, Pacific Power households have seen a nearly 50% increase in our electric rates. Oregonians are feeling financial strains at every level, be it housing, healthcare, energy, food, or transportation. With global conditions worsening, we have to make sure that our energy costs stay low. The first step in this objective is having data centers pay their fair share of costs. Frankly, other states have even better options which is Publicly owned utilities. In my familie's home state of Georgia, our family home is powered by Jackson Electric and I am pleasantly surprised when we get refund checks because the utility users are part owners and get their share of profits. This is the only way I think any utility should be run, by the people whom it should serve, the way they best need to be served - by their permission and for their benefit only. Oregon seems backwards if even a Southern former/mostly conservative state has a better strategy and our state hasn't realized the sense in that.
