11/20/2025 4:58:00 PM General (Docket-Specific) Lexie Folkerts I attended the Zoom meeting on 11/20 and was moved by the statements from individuals and groups like Verde, CUB, Energy Justice Advocates, and more. The state should do everything in its power to protect its residents from unsafe temperatures in both the winter and summer, and I oppose the minimum threshold outdoor temperature being 25 degrees as that's far too cold and unsafe. I also object to the broad statement that turning power back on at a residence could be dangerous as that's likely a very very rare occurrence. OPUC must protect Oregonians no matter what their circumstance as we heard many different testimonies regarding hardships Oregonians are experiencing between SNAP benefits being paused and cut, health insurance costs increasing, the large number of un-weatherized homes throughout the state that are not protected by way of insulation to deal with harsh temperatures, and ICE kidnapping Oregonians which breaks families and puts them in severe economic hardship. When a resident is behind on their bills, asking them to repay their balance in full within 15 days is completely unreasonable and puts residents in harms way. I agree with speakers who suggested residents get a 6 month time period to pay their bills back, although it may be even better for residents to have a gradual payback plan over a longer period of time as long as they can meet minimum payment amounts (without charging interest!). We should all feel ashamed knowing our fellow Oregonians are suffering through harsh winters and summers with little to no aid, I believe safe housing is a human right. I support a ban of shut-offs in totality, but also during extreme weather events which I know other groups have defined but I'll personally state my opinion being temperatures below 40 degrees and above 90 degrees. I support extending the period of time where residents can pay back their overdue balance while not being at risk to shut offs. I also support the speaker who mentioned residents don't know about existing programs and need more education about their rights regarding shut offs and extreme weather events and utilities should be forced to advertise this information in as many ways as possible, or at the very least the state should.
