UM 2362-1 3/12/2025 3:41:06 PM PORTLAND GENERAL ELECTRIC General Comment Web Matt Forsberg SALEM Hello, I'm an estimator/PM for Northside Electric. I have been working to accelerate the areas transition to renewable energy. A couple of things that I think would go a very long way in this mission is as follows: 1) Pacific Power (among many other utilities around the USA) has approved meter collars for residential battery energy storage systems. there are many manufacturers of these but for my case, Tesla Backup Switch is my main focus. That device lowers the cost for battery systems by as little as $2000 and as much as $7500 per installation. Allowing this device would make battery systems affordable for 1000's of more Oregonians. Which would balance out the peak demand on the grid, lowering energy costs for all Oregonians, and provide outage protection for those who can now afford the battery systems. PGE is not approving any meter collars at all. They seem to have a very tough engineering review process which I appreciate but so many other utilities have approved these, and the risks must be super low if so many other utilities are accepting them. 2) Pacific Power is yet to roll out a VPP program for battery systems. This is perhaps a larger barrier to the adoption of battery storage systems. I'm a huge believer in what battery technology can do for our grid and our communities. I also know that they alleviate pressure during peak events and can save money for the power utilities. I'm hoping this message can help push things along.
