I cringe at paying $45 dollars at the grocery store knowing well I will have an extravagant gas bill from NW Natural Gas. We are being overcharged already. Now activists are saying the natural gas is harmful to the environment. I'm sorry, but humans deserve to survive as well. I don't believe the earth is going to extinguish anytime soon. I cannot afford to switch to electric. It is not feasible for me. I know it sounds like I am complaining, and I am. For goodness sakes, if the rates go any higher I'll have to turn my thermostat down to 60 degrees or less. Natural gas is the only option to heat my home. I just can't keep doing this. My work focuses on the relationship between climate change and public health - studying communities' risk of experiencing climate events (such as wildfires, heatwaves, etc.), their potential health impacts, sources of resilience or strength in the community, and what actions at the household, neighborhood, county, and state levels could be taken to support community members in staying safe and healthy through climate events. There is a lot of evidence that people with the fewest resources already bear the brunt of climate impacts to their physical and mental health, and increased energy costs add even more stress on their lives and wellbeing. In particular, rural residents, older adults, low-income households, and BIPOC communities are more affected by climate change because of unfair systems that control how resources are given out and how services are set up. I have also personally been impacted by ongoing utility rate increases. Even though I split this bill with two other housemates also working full-time, it is a struggle each month to cover this cost. We try to be extremely careful about our energy usage to keep this bill as low as possible, but as climate change brings more extreme temperatures we (and many others) are faced with a difficult choice to save money or protect ourselves from heat-related illness. Knowing that our use of natural gas is contributing to climate change, we should be increasing access to cleaner, cheaper energy sources, instead of continuing to burden communities to the detriment of the public's and the planet's health. NW Natural could better serve their community by partnering with other energy providers to begin making a shift from natural gas to other energy sources, showing that they are dedicated to providing sustainable energy in the long-term and that they care more about the health and longevity of their community than their profits. | ||

We can't take this anymore. We told you this the last multiple rate increases from multiple utility companies that have been approved by you. Part of your job is to REGULATE the cost of utilities for rate payers. You have yet to do that. You have proven to be only Yes-Men for greedy companies looking for higher profit margins. These are not products we can simply choose not to buy; we depend on these companies to keep our lights on & to heat & cool our homes. We can't switch to different, more affordable companies either. We are forced to pay what these companies demand & what you allow. Thus far, you have granted their demands, even in light of record utility shut-offs & constant public outcry. How do you suggest we keep our utilities on & our bills paid when we have told you we can't afford another rate increase over and over and over again? Like PGE, if you approve of NW Natural's obnoxious ask, rate payers will again be burdened with another near 50% increase. Perhaps the three of you are out of touch with the realities of most Oregonians -- even with decent paying jobs in households with two working people, juggling the cost of utilities right now is impossible. Not difficult, not bothersome; impossible. In order to pay our NW Natural bill the last few billing cycles, we had to put off our PGE bill. Now, our PGE bill is insurmountable. Month after month, we've had to put off our water bill to the last second to avoid shut-off. We have two medical bills in collections now because keeping the utilities on eats up almost all of our monthly income. The answer is not more discount programs or expanding existing ones; that only forces already burdened rate payers to subsidize programs they neither qualify for, nor benefit from. At this point, probably 99% of rate payers need consistent utility bill relief. Will these utility companies expect the remaining 1% to support us all? What else would you suggest? My novel suggestion would be to -- for once in your regulatory professional capacity -- say no. Regulate. Actually hear us when we say that we are all THIS close to financial ruin & possible homelessness, not just because of the ever-increasing cost of living & inflation, but because of regulatory bodies like you, who do nothing but enable & indulge the collective greed of companies like PGE & NW Natural, who take advantage of our dependence on them. This is a rate increase on top of the nearly 5% increase just this past November. Over the past 5 years NW Natural has increased rates to approximately 50% higher than what it was in 2020. My income certainly has not increased at a similar pace and is unlikely to do so in the coming year given economic forecasts. In reading about this in OPB, I see that the justification for the increase is "inflation, system upgrades, replacing equipment at a storage facility and a pipeline, and a profit increase." I can understand the need to increase rates due to inflation but would expect that increase to be consistent with the rate of inflation (which is currently about 2.8%). I don't fully understand the need to increase rates to cover system upgrades or replacement of facilities, etc. Those seem like things that should be built into the budget, the same way that I build into my household budget money for car repairs and setting aside money to replace appliances when they finally stop working. Again, setting aside those funds would appropriately increase year to year with inflation, but again those increases should be consistent with the current rate of inflation (2.8%). What I do not understand and object to is the increase in profit margins from 9.4% to 10.4%. Who profits off of a public utility? And more importantly, why should anyone be able to make a profit off of a public good or service, much less one that is an essential service. People need to heat their homes, especially in the winter. I find it unconscionable that the CEO of NW Natural would have an over $3 million compensation package and that there are shareholders profiting handsomely while Portland residents have to choose between groceries or heating their homes. This is a real decision that real people have to make all the time. Last year PGE disconnected more than 32,000 customers for inability to afford their electric bill. I imagine that a similar number of residents have their gas turned off for the same reason. I urge the Oregon Public Utility Commission to consider the impact this rate increase would have on residents and to make a final determination that serves the people of Oregon and not just line the pockets of shareholders and executives at NW Natural. | ||

We're trying everything to cut down on our power usage and we are still getting these HORRIFIC bills each month. If you raise rates on natural gas on top of this, I imagine that many many many people are going to have to start choosing between heating their homes and putting nutritious food on the tables for their families. It is absolutely unethical to even think of raising rates at this time. Especially given that we're all suffering quite a lot from the outrageous amounts of inflation. Not to mention our insurance costs more, our property taxes cost more, everything is already putting us on the edge. If you don't take decisive action now to roll back these rate increases AND put a moratorium on future increases....there will be many that will lose their homes, that is just a fact. Between PGE and NW Natural I have to now consider lukewarm showers, early morning or late-night laundry chores, lights off including security lights and bundling up to stay warm. The list goes on, but you get the picture. Thank you for providing consumers a voice. I'm confident it won't make a bit of difference because it's not about us. NW Natural has made it clear that it is working against its customers’ interests in favor of shareholders. As you know, NW Natural, as the state’s largest gas utility, is working in multiple venues to oppose policies that would protect customers. Recently, the OPUC ruled that existing customers should no longer pay to expand NW Natural’s business through a “line extension allowance.”, a thinly veiled subsidy to ensure newly constructed homes are connected to gas. In addition, the Commission ruled that the utility must remove $13.7 million in overcharges from its customer rates. Consumer advocates have found that the utility massively overspent on expanding its system, including a charge of $86,553 for a residential hookup in 2021 when the cap was $2,875. In the opinion of Third Act Oregon’s members, this proposed rate increase is the latest example of NW Naturals' continuing effort to increase its profits and slow the pace of electrification in the face of climate change.
