As a utility customer, I want to make sure my community is considered in the process and informed of the plans. While some parts of wildfire mitigation plans do not have major impacts on Oregonians’ daily lives, many strategies do. We need plans that prioritize consulting and informing communities of strategies that impact health and safety. Please make sure that community leaders are meaningfully involved in the planning process. Utilities are spending customer money and we deserve a say in how that money is spent. Please expand the rules for requiring community outreach to inform us what the plans are. We deserve to be informed about what our utilities are doing to prevent wildfires and how it will impact us. Emails to customers and social media posts are not enough. We need utilities and their partners to be in our communities talking directly to the public. And please require increases in community resources available to support people during wildfire season. There are not currently enough resource centers for public safety power shutoffs. First, please consider the use of outside auditors to review the execution of mitigation plans on the ground. In southern Oregon, Pacific Power’s implementation of mitigation activities generated significant complaints regarding the lack of communication and follow through with residents and the local fire district. I heard many concerns that trees were trimmed, and the detritus left on the ground, creating a different kind of risk for homeowners. The local fire district reported that the company's subcontractor failed to provide any information about how or where it would be operating. If properly notified, the fire district would have worked with residents on risk reduction activities necessary for clean up after the Pacific Power contractor crews came through the neighborhood. This work is critical, but it must be conducted in collaboration with those who are impacted. I do not believe the PUC currently has the ability to track performance; we need a third-party auditor or some other mechanism to make sure work is performed and completed to the appropriate standard. Second, please consider local resilience strategies as part of mitigation planning. We know that Public Safety Power Shutoffs necessarily interrupt the provision of electricity to communities. Now we are learning that power interruptions are increasingly common because wildfire sensitivities built into the system are easily triggered even when there are no particular wildfire or weather risks. Here in southern Oregon, the City of Talent and outlying areas have experienced 15-20 sustained outages during the summer months. Some of these are due to predictable factors, including wildlife and failing trees. But when outages occur, the new wildfire protocols mean that communities experience a much longer interrupted period than in the past. I expect we will identify fixes to some of these immediate problems. But on the long term, we need to encourage and support the installation of local resilience projects that can help power a community when the outside grid goes down. These strategies, including microgrids and battery storage, must be incorporated into utility planning, beginning with our highest risk communities. Barriers, including the inability for local resilience projects to serve community when the power goes down, must be addressed immediately, to be followed by a discussion of funding strategies that will support project implementation. I am amazed that the utility continues to ask for more for customer $ while talking in vague generalities about the reasons for the cost increases without specific details. It seems to me that we have a right to know who provides energy to PGE and what drives their costs up. Further, PGE talks about system improvements but we never see them. Just the same old telegraph poles and wires strung through the trees. When do rural areas get to see utility lines go underground? Finally, we get mailers noting the need to be prepared for power outages should they occur. We must bear the cost of that preparation because PGE is unprepared to do anything more than shut us off when they decide to. With any wildfire I will stay and defend my property......until the power is shut off. I was a wildland firefighter for 20 plus years so I know what I need to do. It's important that the power stays on and how can that happen......the line is buried. Yep....big costs. All lines in high risk areas should be buried. For those throwing large amounts of water on their vegetation and for those who need that power for freezers, refrigerators or medical devices We need that power. For myself and many others, it was not until local officials convened a public meeting recently that the Talent community obtained information about the cause, which appear to be related to wildfire mitigation activities. There has been much frustration and concern expressed in my community. Having almost lost my office to the Alameda fire 4 years ago, I appreciate that PP is engaged in wildfire mitigation. But communities need advanced notice when power is going to be shut off and to know what the utilities are doing to mitigate those shut offs. We need plans, measures and actions: 1) that consult and inform communities, generally, 2) that require utilities to consult and work with local leaders and partners - including fire districts, libraries, schools, hospitals, and nursing homes - at all stages of the planning and implementation of measures, 3) that hold the utilities accountable to the adopted plans and standards, 4) that require a standard for the establishment of sufficient community resource centers which can provide respite from the shut offs, and 5) that require economic analysis and implementation of mitigation, preparedness and resiliency measures such as distributed generation and storage, community energy projects, and small scale renewable projects, among others. UM 2340-50 8/30/2024 1:53:45 PM General Comment Web Claire Richards PORTLAND To Whom It May Concern: I am a nursing professor and study wildfire, power outages and social vulnerability in Alaska, while I also live in Washington State. Many of the issues that utilities face with wildfire mitigation are similar across states. Some of the most catastrophic situations with wildfire (in Lanai, Texas, for example) demonstrate a serious problem with cross-sector collaboration and a lack of relationships and proactive communication across sectors. Our study findings show the importance of requiring utilities to engage in wildfire mitigation planning, as they are often found to lag in the area of cross-sectoral collaboration during the preparedness and mitigation stages of wildfire. For example, they often do not coordinate with people working in forestry and land management during mitigation stages, and there are many opportunities for these agencies to share resources/coordinate their fuel breaks and vegetation management processes. Furthermore, utilities are often reported to be missing from table top and other emergency management activities. Good coordination between utilities and wildland fire fighters during response stages is critical, as the fire fighters often need utilities to ensure that lines are de-energized before they can respond to fires, and delays can occur if they are not well coordinated. We have also found that other stakeholder types (e.g., hospitals, schools) are often not involved in the communication planning efforts with utilities. There are different disciplinary language and difficulties understanding the challenges other stakeholders may face from certain impacts (e.g. outage of 24 hours). There is still much work to be done to do better coordination and ensure that there is minimal impact of power shut-offs on public health (e.g., clean air shelters, wells and water treatment plants, schools, data servers for communicating with first responders in rural areas). Additionally, outages during extreme heat can result in increased public health risks, and if accompanied by wildfire smoke, these health impacts can be amplified. As such, coordination is critical to reduce mortality and morbidity that could result from power shut-offs. I encourage you to engage in a robust effort of involving diverse communities in utility wildfire mitigation planning. Community members are most knowledgeable of how outages and shut-offs impact them, and should be involved in identifying reasonable solutions (e.g., resilience hubs, microgrids, communication plans) and prioritizing their implementation. I believe that bidirectional dialogue that involves sharing of information and analyses with the public (at appropriate literacy levels), and using inclusive practices that takes into account disabilities, language, and socio-economic status, over multiple sessions so that there can be authentic engagement and full participation. We are a community-based organization located in Phoenix, Oregon focused on climate justice and empowering our communities to create a healthy environment for all. As you are likely well aware, Southern Oregon has already suffered from devastating impacts of climate change and wildfire. Our communities must be consulted and informed during this process and not left vulnerable once again. Wildfire mitigation plans vary in strategies and customers should be included in the process to decide which are put in place: community members know what is best for them. We need plans that prioritize consulting and informing communities of strategies that will impact their health and safety. Though public safety power shut offs are important, they should be a last resort for wildfire mitigation as they pose risks to public health, local businesses, and especially medically vulnerable populations. We urge you to make sure that community leaders are meaningfully involved in the planning process. Utilities are spending customer money to implement these plans, and as such customers deserve a say in how that money is spent. Often, customers are left in the dark regarding public safety shut offs and the details of the wildfire mitigation plan because of inadequate outreach. Please expand the rules for requiring community outreach to inform us of what the plans are. Customers deserve to be informed about what our utilities are doing to prevent wildfires and how it will impact communities. Social media and emails are not enough to reach the majority of utility customers. Utilities need to connect with customers where they are: churches, local organizations, libraries, schools and more. Additionally, it is important that utilities show how they are analyzing multiple strategies, including risk reduction analysis and cost-effectiveness. We need to know what is working and what the impacts of different strategies will be on each community that is affected by wildfire mitigation plans. This summer, many of the most at-risk Oregonians were left without power in extreme heat during public safety power shut offs. Our utilities did not provide any communication about the planned shut offs, and left communities without lifesaving resources like air conditioning or medical support systems. We demand that utilities supply community resources to support people during extreme heat and wildfire season. There are not currently enough resource centers for public safety power shutoffs. It is unsafe to be left without power in extreme heat and we need options for where to go. The risk of fire continues to increase and in turn it requires increased collaboration between utility companies, the PUC, and the customers they serve to find solutions that best work for our communities. We hope that the PUC can help guide utilities to work more closely with their customers and to create the best possible wildfire mitigation plans moving forward. In addition to community engagement requirements detailed below, I also STRONGLY urge the OPUC to require utilities to integrate investments in Grid Enhancing Technologies in their wildfire mitigation plans. Investments should both reduce wildfire risk as well as modernize the grid. These include reconductoring to reduce HVTL sag and associated fires but that also increases HVTL throughput. Sensor and power flow controllers can likewise improve the grid and also provide rate-relief for customers as compared to the baseline of new HVTL construction (if they can even be sited). I encourage the OPUC to think about resilience costs and benefits as a system and not as cost silos.
