There are a select few residents in the neighborhood, who just seem to want to oppose any change, even though probably 95% of the neighborhood is in full support and desperate need of this transition. I urge you to continue with your proposal to finally get the residents of Saddleback managed by a company that is going to protect our resources now and in the future and ensure our system functions properly. As a homeowner in this neighborhood, I have personally experienced the loss of water to my home, lack of responsive communication from the owner of Sun Country, and have witnessed several issues with the current water system infrastructure over the past 4-5 years. I am so pleased that Avion agreed to purchase Sun Country. Since they have agreed to purchase the water system, they have sent clear communications to homeowners about the water system, shared rate information, and started repair on one of the non-functioning water wells that supports the water system in our neighborhood. I support the sale because I believe that Avion will be a good steward of the water system, will communicate with customers, will make the necessary upgrades to the system, and will provide us with safe, reliable water. They will be consistent and fair water providers. We have been living with inconsistent water for too long. I urge the PUC to approve this sale. | ||

The history of the management of our water system in Saddleback is a complicated one, but the overlying issue of a lack of system maintenance, poor and inconsistent billing practices and the ultimate failure of one of our wells is sufficient evidence change is required. Since the failure of the well our water pressure has been low and the threat of complete failure of the water system has loomed. The current manager of the system has had broken down equipment on our corner for years and has (to my knowledge) made no advances to correct the water pressure issue. At the time of the well failure there were residents who had no water at all. Saddleback is a great development to live in, with the sole negative issue having been the poor management of our water system. The original infrastructure for the saddleback water system is over 50 years old. In the recent past, customers have experienced service disruptions, uncertainty, and fears of major long term outages. Much of this stems from the failure of one of two wells. Attempts to repair the well by SCW were not successful and we have lived with a zero-redundancy (one well left working) situation for years. The byproduct of this being SCW requesting for each customer to carry the burden through significant water conservation, minor but seriously frequent disruptions in service, and all without any timelines for remedies. __It truly has felt like the water system is barely working and only a matter of time before something major breaks.__ Avion has communicated their intentions to the customers in their purchase of SCW to remedy and secure long term stability and reliability to the water system. The major commitment is to drill a new well to bring the system out of dangerous, long term outage inducing, zero redundancy. Avion has shown good faith in the recent past by fixing some second order issues stemming from the one well situation. The first was a problem with reservoir overflow leading to constant water running down the hill damaging driveways, and concerns over road damage during freeze - thaw cycles. The second is the flip side when the reservoir runs low impacting the set of neighbors above the reservoir in frequent service disruptions. Since Avion has taken over, these minor issues have stopped and I am confident they are capable of servicing any future issues. __They can keep the water flowing.__ Affordability. In the summer of 2022, SCW proposed a doubling of the base rate to $64 from $37. The overwhelming majority of customers petitioned for a rate regulation and the PUC agreed. The rate case was opened and an opportunity for SCW to make theircase was created. I was not opposed to an increase in my water bill so long as I was assured that it would go to capital improvements in the system like the rate increase claimed. I saw rate regulation as a way to support SCW and provide structure. __I didn't want the bill to go up but the problems to remain.__ Avion is in an exceptional position to own the water system, make capital improvements, all while providing affordable water. They have the unique position of leveraging the economies of scale to fix our issues without saddling our small group of customers with the burden. The water bill proposed is cheaper than my internet bill. __I'm fine with their rates.__ Safety. The water in Saddleback originates underground at more than 750 feet. Avion was a regent of the system for 4 years. They demonstrated routine testing and consumer confidence reports to its customers. They have a proven track record in providing safe drinking water. __If Avion can operate our water in the same way it has in the past, I have no worries. __ | ||

I called Avion and received courteous support indicating we have a 5/8 meter and therefore would have a $28.52 base fee. I recalculated a rate from a summer month back and the charges were within a reasonable range of the charges back when we were receiving bills from Sun Country. I have been seeing Avion drilling the new well and they making headway. I appreciate the resources that Avion brings to our local water supply. These kinds of investments are long overdue and will help assure continuing and efficient water services. Sun Country Water couldn't keep up with routine business matters as well as fulfill ongoing services and capital requirements. I am looking forward to the new arrangement. I am a homeowner in the Saddleback neighborhood in Bend OR where Sun Country currently provides the water service. Sun Country is clearly incompetent, does not have sufficient capital to support and properly maintain the system, provides entirely insufficient customer support, and has been belligerent and uncooperative with their customers who rely on their service as their only source of water. In summary they are not a professional or dedicated organization and have demonstrated repeatedly that they are not suitable to be a critical utility and water source provider to our neighborhood. I am hopeful that this sale can proceed with urgency so that we can feel secure in our source of water to our homes. I am aware that rate changes might occur, which is not a surprise since I doubt Sun Country ever did a proper analysis of what it cost them to deliver the service. As long as Avion is fair and things are aligned with all the other areas in Central Oregon that they service, I will understand and accept the changes. | ||

We have been residing at this address since June 1994. We support the sale of the utility from Sun Country Water to Avion Water. The business administration and operation by Sun Country Water has been a failure. You have heard many times of the lack of billing, poor business practices, lack of meter reading, ignoring leaks in the reservoir, and lack of responsiveness by the current owner. After the current owner purchased the utility, billing was intermittent. Our last statement from Sun Country had a payment due date of June 30, 2023. The lack of billing seems to have put the business, and therefore community, in a precarious non viable position. We had 2 wells in the system, the operator let one of the wells fail apparently due to lack of financial resources. I am confident in the PUC rate determination process and believe our future rates will be reasonable and fair based on market conditions. I appreciate your attention to this issue and we are available to answer any questions yoiu might have. |
