Since then it has helped reduce my power costs, reduced power demands on my power utility and reduced its need to draw above-market peaking power from out-of-region sources or use generation from polluting fossil fuels. I pay a base rate for my grid connection, plus any excess consumption charges -- THAT'S THE DEAL -- PERIOD. Amid inflation, rising energy costs and grid instability, it's clear that Idaho Power is acting against the public interest and fails on every count to address the existential need to curb climate change. Idaho Power should instead be PROMOTING rooftop solar. Instead, the utility has submitted a monopolistic proposal (Docket Number ADV 1539) that would make going solar harder and more expensive, if not economically untenable for homeowners and businesses. Idaho Power’s proposal would drastically overhaul net metering with a complicated set of charges and credits. If Idaho Power gets their way, rooftop solar will become more expensive for everyday people, just when it is becoming more available. Working people who are already struggling with high electricity bills will have fewer options to control their household costs. We should be giving working people more control over their energy bills, not less! I was recently visiting friends in Houston and asked why I didn’t see many solar panels on roofs. They have faced blackouts and brownouts in the summer and disrupted power in the winter because of their faulty electric grid. These friends are all financially well off and said that the policies of the State of Texas actually disincentivize using solar so they continue to rely on environmentally damaging sources of power. We are not Texas. We should strive to be on the leading edge of clean energy and not mired on the lagging and sharp edge of lagging and unsustainable energy generated from hydro-electric and fossil fuels. It was just barely affordable because our payments are close to our average electric bill before solar, and net metering lowers our electric bill each month. During the winter, we usually still have to pay for electricity (since there's not as much sun and more use of heat), and we still have our solar panel payments. This is alright because we believe in doing our part to care for the planet, even though we don't make a lot of money, but we could not easily pay BOTH our full electric bill and our solar panel payments. It is very concerning that you are thinking about removing the net metering provision, particularly on panels that have already been installed. Though I am not in the Idaho Power area, if I was, this would definitely create a hardship for my family, so I'm sure it would for other families living in that area of the state. We purchased our panels with the agreement that we would not have to pay for the electricity they generate. It would be a financial hardship to now have to pay for electricity and panels. It makes no sense that we pay for the equipment that generates power for the electric company, we pay for any repairs, etc., AND we pay for them to give back our electricity! In some other states, the power company supplies the solar panels and maintenance and simply uses the roofs of willing customers, and that makes some sense, but it seems unfair to pay for the equipment that generates power and then also pay for the power. Additionally, it is backwards thinking in terms of climate change. We want to encourage people to invest in climate solutions. Taking away incentives means fewer people can participate in clean energy benefits, and this is worse for every person, every other creature, and the entire planetary community. Customer's made investments in their homes to install solar panels to generate electricity. This is a vital component to expanding the capacity of the grid to meet the future needs. I spent $20K for my roof top solar panels. So if all 197 of Oregon's Idaho Power residential customers did the same that is nearly $4M that Idaho Power doesn't need to invest for their grid. If you include the non-Residential customers the total investment is likely approaching $10M or more. I'm sure Idaho Power would be coming the commission requesting rate increases to compensate for this necessary investment. There will be millions in investments over the coming years that Idaho Power doesn't need to pay as long as roof top solar isn't sabotaged by proposals like this. Maybe that is that is the actual incentive. Idaho Power doesn't want people to be able to generate their own power. They want the power that is involved with being the electricity provider and roof top solar lessens that power. The peak production of the roof top Solar is during the Peak time period of electricity demand. This is critically what Idaho Power would need to be building out additional electricity production. The more roof top solar that exists the less investments would be needed by Idaho Power. By maintaining the existing structure, the investment is distributed on many individual and businesses. The lower income individuals are benefiting since Idaho Power would be able to offset the needed investments by the production being generated by roof top solar. This should help keep costs stable for lower income individuals who can't make the investments. Given the likely future energy demands on the grid at peak time it is vital that all investments are encouraged and supported. This premise that somehow the lower income individuals are being hurt is just false. There is a connection fee. This is the cost to be connected to the grid and having electricity transported in either direction. If I used very little electricity, there would still be the connection fee, but the power company wouldn't have any revenue from electricity usage. Would they then claim that the connection fee is too low because it doesn't generate revenue? That is basically what this is. They don't like that less electricity from them is being consumed and rather than figuring out how to better plan investments they just want to raise the costs for the customers that made a significant investment to generate their own electricity. The connection fee should cover the basic costs of installing/maintaining the lines. Any revenue from electricity should only be to offset investment costs for generating the electricity which in the case of roof-top solar is being born by the customer. If they want to change the model then they should have to provide credits to the customer or the investment in roof-top solar. Aside from all of that, making any change retroactive would be just criminal. I can't believe they have the nerve to request for a retroactive change. Finally, in this day and age of computerized billing, Idaho Power should be able to easily handle customers having different rules. It may not have been so easy 24 years ago when the original bill was passed, but in today's world this would be simple. The Oregon customers could have one set of rules and the Idaho customers could have a second set of rules. If Idaho wants to allow this flawed approach on its citizens, then that is Idaho's problem, but we shouldn't enable that in Oregon. It would be reasonable to have a small monthly fee of say $5 as part of the monthly connection fee for roof top solar customers to signify that there may be some additional costs for the roof top solar connection. As more customer install solar, the revenue from this fee would increase. This would be the better way than changing the net metering arrangement. | ||

The proposed changes by Idaho power will significantly affect my budget not to mention for other residents like myself to afford installing solar. Please give this serious thought. There are a lot of reasons to decline this proposal. I’m sure you have heard a lot of them. What I haven’t seen mentioned yet is the effect it would have on businesses that specialize in solar installation and service. The decrease in new solar participants will drop off significantly I would imagine. This will affect those businesses. My net metering agreement provides for energy usage credits equal to 100% of my excess generation to be used at a future date when my usage exceeds my generation. This was a significant factor in my decision to install solar panels. If the PUC allows Idaho Power to reneg on its comitment to its users by reducing their net metering agreements, it will send a chilling message to the population that it cannot rely on the government to uphold agreements with the power companies. This in turn will reduce their incentives to install solar. At a time when it is of paramount importance that we reduce dependence on fossil fuels, reduce greenhouse gasses and move to renewable energy, steps should be taken to encourage the public to install solar generation units. But I wanted to put my own words out first. I have solar on my roof and have since the spring of 2019. My system does not make enough energy to cover all of my uses and the payoff time for my system is probably 12 to 15 years out. Most people would not have done what I did because the economic viability is somewhat questionable. I did it because I believe in doing what I can to make for a more livable sustainable planet for everybody. I did it because my family has two electric cars and we wanted to offset our electricity use as much as possible to stabilize our family economy. The viability of that project would have been very much harmed had the that net metering not been at the full rate that I have been privileged to receive. The company that put in my solar panels was a small local company, family owned and they benefited from the business that they earn from me who was referred to by a friend, whose Church use the same company for their solar installation. If these projects become less viable, these companies and the community were suffer a tremendous loss of business. My solar panels were Canadian, therefore helping to produce jobs at least in North america. The panels help to reduce the stress on the grid during the summer months when, with climate change, air conditioning use is up substantially. Air conditioning was something that I didn't consider a need until the last decade or so. I think for a lot of families and individuals that change from me want to a need is occurring more and more. Solar panels also make it possible for there to be localized grids which can be more resilient in the event of natural disasters. This can speed up recovery and save money on emergency responders. I fear that this kind of policy would be a slippery slope and we would be sliding in a way much like California's recent change in policy which is going to hurt them tremendously. I would also know that the areas where Idaho power provides power are likely to be solar rich territories. The power companies themselves ought to rethink this, because there is so much solar potential in that area, more and more people if there is no incentive to receive credit for the electricity that they use are going to opt for battery systems and go completely off the grid. Yes they will be the fortunate ones that can afford the systems necessary to do so. And yes some of them will have systems that fail and the public will end up having to pay money to bail them out in some fashion. Better to have a cooperative sustainable system.
