UM 2211-1 11/14/2024 2:43:19 PM PACIFIC POWER General Comment Web PORTLAND As a disabled low-income Oregonian, I must express my disappointment with the implementation of LIHEAP in our state. In contrast, when I lived in California a decade ago, I received a quarterly check with a modest amount of money to assist with my electric bills. However, in Oregon, under the same LIHEAP funding, I am required to seek help from a community nonprofit that prioritizes individuals based on their ethnic identity and other factors beyond income, including disability and senior status. At its core, I believe that the way Oregon distributes LIHEAP funds favors nonprofits over those who genuinely need assistance. Firstly, the criteria for eligibility do not adequately prioritize seniors and individuals with disabilities, making it challenging for them to access this essential support. Despite being disabled and eligible due to my SSI status, I have consistently been unable to obtain LIHEAP funds. In contrast, I was able to access this safety net program in California. After residing in Oregon for 13 years, I have yet to receive any LIHEAP energy assistance. Ironically, while I am unable to access LIHEAP directly, illegal immigrants are able to receive help through nonprofit special interest groups.

Rate increases and the high cost of living are pushing Oregonians to choose between paying their energy bills and affording food, medicine, and housing. Many customers, especially low-income households, are behind on their bills. We need regulators to address the energy affordability crisis before winter bills hit.
UM 2211-16 11/15/2024 12:32:46 AM 11/13/2024 12:27:27 PM General Comment Email eponymouse4@yahoo.com Because of unreasonably high electric utility fees, I am unable to afford to stay reasonably comfortable in either winter or summer living in the Willamette Valley. I go to extremes to keep my electric utility bill within some kind of affordable boundary. Those extremes aren't working very well as my electric utility bill remains unreasonably high. Here's how I live in an effort to be able to pay my electric bill. It isn't even remotely comfortable or enjoyable. I live in Lane County and my electric utility is EPUD. House heating in winter: heat setting usually at 63 to 65 degrees but never above 67 degrees in cold months. In winter to stay warm I wear three to four layers of clothing including at times two layers of thermals plus fleeces, sweats, and/or wool sweaters; sometimes also wearing a down jacket indoors. And at night? When it's below 45 degrees outside at night, my bedroom especially doesn't warm up so the indoor temperature drops into upper 50's in my bedroom -- that means wearing a knit hat and using a mattress warmer. I use an old down comforter for my little old dog to nestle in because he feels the cold months worse than I do - and I am in my 70's. House heating/air conditioning spring/fall: HVAC system turned completely OFF. House cooling in summer: A/C never set to cool below 80 degres in high summer heat. If very hot, I resort to box fans - which raises the electric utility bill so only do this at night so I can try to sleep. However, being very uncomfortable in high summer heat and inability to afford better air conditioning has led to constant headaches and other physical discomforts especially in mid-late afternoons and evenings. House temperature management: Older electric furnace paired with older heat pump. No matter how strategically used (going to extremes) they are in my opinion inefficient - as are almost all heat pumps when the outdoor temperature falls below 50 degrees or rises above 75 degrees, which is why electric utilities need to STOP recommending heat pumps! Also: I use blinds and windows strategically. I close off the two unused rooms including floor grates. Personal: I allow myself a shower only once or twice weekly - short, warm or tepid water. No hot baths. I don't have long hair so usually just "air" dry no hair dryer. That's a challenge in winter. Laundry: I do only one load of laundry per week. Warm/cold or cold/cold. Line dry where possible. That's a challenge in Willamette Valley winters. If desperate I use the dryer for 30 minutes (again - that's for the once weekly laundry load). Kitchen: In cooler months I use my oven once weekly for two hours to bake a casserole - portions are reheated in the microwave. In cooler months, the stove top burner is used approx 10 minutes daily (breakfast). In warmer weather usually starting late April through mid-October, I just eat cold food - cereal, salads, sandwiches. Kitchen: I wash dishes by hand (don't have a dishwasher) that takes about ten to fifteen minutes a day at most. Why so little? To reduce the hot water use, I spent a modest amount at Walmart and bought disposables - paper plates, paper bowls, paper towels and napkins, plastic utensils to use where possible. Food: I use my coffee maker only every other day reheating leftover coffee briefly in the microwave. So don't have fresh coffee and NO I DO NOT BUY FANCY COFFEE DRINKS AT STARBUCKS OR ANY OTHER COFFEE SHOP OR FOOD TRUCK. Food: I used to eat mostly organic fruits, vegetables, meats, and dairy. I cut back or completely stopped eating organics, as they are more expensive, in order to be able to pay the electric utility bill. I am now beginning to experience the physical results of a less healthy diet. Electronics: One refrigerator. One desktop computer, one HP printer seldom used (unplugged most of the time). One stove. Washer, dryer - used once weekly short cycles. One small tv and one small radio. No electric tools. Flip phone gets recharged, about a half hour (no smart phone, no tablet, no laptop, no "devices"). I spend only about three hours per WEEK on the tv. (Most people spend at least six hours daily watching tv or related entertainment devices.) Lights: all LEDs. That cost alone reduced my available grocery budget by a third when I replaced all incandescent bulbs with LED to try to cut the electric utility bill down. FURTHER? To avoid using even those more efficient lights, I keep mini flashlights in literally every pocket - pants pockets, jacket pockets, plus at bedside, plus on the book shelf, plus on the table next to easy chair. Little flashlights are used instead of lighting wherever possible. After speaking at length with my electric utility provider about electric efficiency it appears there is nothing more I can do to keep the bill affordable. It isn't affordable in ANY definition of that word. Further to the utility question? The PUC needs to STRONGLY monitor, audit, and address the obfus

The gas and electric providers are not making improvements to their systems but paying huge dividends to their stock holders is the reason they are constantly wanting rate increases and those rate increases are one of the causes of homelessness. Now that I am retired and my income is fixed, my concern is what utility rates will be in 10 years. At the rate PGE is going, 38% in the past 5 years, my power bill could almost double in the next 10 years. Make my home more energy efficient? I built this house 30 years ago and designed it to be energy efficient but now I want to up my game on this. I called the Energy Trust of Oregon several times trying to track down an energy auditor to come to my rural Clackamas County home. I must have called 10 contractors and found out that they don’t want to leave the Willamette Valley or Bend. After months of trying - I found one who would charge $3,000 - beyond my budget. I search further in professional associations. I called my county energy assistance program. Then I found one who would come out but when I spoke with the provider, it became clear that they were really just focused on insulation and I needed someone with a more diverse skill set. While low income and discount programs exist, it is the average customer who is supporting that program through our power bill. It is not Marie Pope taking a cut in her $6 million annual benefit package. I know that PGE can justify millions of dollars for system hardening, vegetation management and energy storage but there is no incentive for them to keep the cost low. For example, I have regularly seen their contracted vegetation crews working the same location over and over in the same season. I get that they may need to revisit a site a couple of times a year, but multiple times with the same equipment in the same season is what is happening. It’s kind of a joke within my community. Seems like they are “keeping them busy”. Then while we are trying to reduce the fuel load in our communities to reduce the fire risk, these crews are often simply leaving the brush they cut on the ground. When I questioned this to a PGE manager, I was told that the slash belongs to the property owner. My neighbors have had to call and request to have the crews come back and chip it or haul it off. Our local fire department is spending funds to collect brush that homeowners bring to the curb in an effort to reduce fuel - then PGE adds to the fuel. Its crazy. My point with this is that their efficiencies seem to be far from efficient. No wonder they can justify the need for more money. So, for affordability, insure that our utilizes are actually efficient and not paying CEO’s $6 million. Mary Ellen Fitzgerald

Numerous people are homeless, partially due to the outrageously high utility prices. People have to choose between feed your kids or keep them warm. When energy prices come down will our prices come down? The answer to that question should be the same answer to any price increase. Utilities are a necessity. Comments by Third Act Oregon Reducing the Energy Burden on Oregonians As elders and volunteer members of Third Act Oregon, we support the Citizens’ Utility Board (CUB) efforts to reduce the energy burden on Oregonians who are having trouble keeping up with escalating utility bills. Since 2021, when Oregon’s Energy Affordability Act was passed, regulators and utilities have worked to reduce the burden posed by high energy costs. Bill discount programs now cover about half of the current need. However, we must do much more for low-income seniors and other disadvantaged communities. Steep utility rate increases, along with extreme weather, are pushing Oregon households to a financial brink. Over the past few years, NW Natural gas bills have increased on average by $331 per year. Pacific Power electric bills have increased by an average of $432 per year. And Portland General Electric bills have gone up by an average of $597 per year. When families cannot cover utility bills, they pay more – a lot more. They face overdue bills and utility disconnections. This year Oregon’s for-profit utilities have shut off record numbers of customers for nonpayment. Many families must curtail spending on household essentials. But that is not all. Families also turn to credit cards to pay utility bills and other household expenditures. This has contributed to a nationwide trend of higher credit card debt and delinquency, which are at historic highs. This includes the 68% of retirees who carry a credit card balance. In 2024, average interest rates on credit cards reached 28%, and are much higher in households with low credit scores. The Citizens’ Utility Board has proposed several options that we support, including (1) generating better data that will inform efforts to understand and address the energy burden on Oregon households; (2) helping families who cannot pay their utility bills and cover reconnection fees by providing debt relief and providing more flexible payment plans; and (3) creating programs in cooperation with the Energy Trust of Oregon – focused on multifamily and rural housing – to reduce energy use, such as promoting weatherization and energy efficient programs. Regulators should require Oregon’s investor-owned utilities to take additional and significant steps to make energy affordable for everyone. Legislators, non-profit organizations, advocates, and the public are ready and willing to partner with public utilities in these important efforts to make energy affordable for all. We are a low income family living in affordable housing. We didn’t get here because of lack of trying or lack of education. I came down with a chronic illness that left me debilitated in 2020 so I had to quit working just after receiving my masters degree. My fiance has been keeping up with our basic needs by working 6-7 days a week and even while living in affordable housing we struggle. I am filing bankruptcy as we speak all due to my health, lack of ability to work, my disability application still not being approved, high prices of everything included electricity/utilities bills, etc. Programs that help with rental assistance, utilities assistance, affordable housing etc. really help people like myself and my family. Without these resources and resources like them we’d likely be living on the streets or with family in very cramped spaces. As it is now we still are pretty cramped in our small apartment but at least we have our basic needs covered and a home full of love. And my husband passed away last year so I am paying everything myself. So I sit in a cold place in the winter wrapped up in blankets and a hot place in the summer because I can’t afford to heat or cool my place. Even in that ice storm we had in January 2024 I was wrapped up in blankets. I am not going to bring up a high electric bill and can’t pay it so I do without because I would not want to be disconnected because of none payment then you can’t cook or do anything without electricity so I keep my bills down. The recent rapid rise in utility rates and corresponding disconnections are of concern to all Oregonians and to AARP. Indeed, 17% of Social Security recipients in Oregon rely on Social Security alone for 90% or more of their household income and cannot make ends meet without assistance. The investments needed for these same households to permanently use less energy, while remaining physically comfortable and safe, will contribute to stabilizing their household budgets and their ability to age in community. As implementation of HB 2475 continues into the important work of protecting vulnerable households from service disconnections, AARP Oregon calls on the PUC to utilize an approach informed by the voices of those who disproportionately suffer from disconnections and arrearages to build the new consumer protections. This is especially timely as we move into winter heating season. The issue of disconnections is a large problem in Oregon. -- Losing utility service can cause the aggravation of chronic health conditions, create food spoilage and hunger issues, increase undue financial distress, and even contribute to premature death. AARP Oregon supports implementing consumer protections in the face of rapidly rising utility bills. AARP will also seek an ongoing role for the 50+ and their households to actively engage as implementation continues in this area of critical infrastructure that serves Oregonians of all income levels. Our specific comments are as follows: • AARP agrees with others that PacifiCorp’s requirement of re-enrollment in the low-income program every two years needs reform. • AARP strongly supports auto enrollment and other changes to streamline the process to obtain energy assistance and avoid disconnection. • AARP supports arrearage management reform to help customers struggling to pay their bills at risk of disconnection. • AARP supports both cold and hot weather protections and triggers. The recent increased summer temperatures in Oregon make adding summer protections imperative. AARP supports robust reform of reconnection policies to ensure consumers are able to regain access as soon as possible. AARP Oregon is eager to see next steps in this docket.
